They've got Arrow up and running, which is actually a pretty damn good show.
So you've got three main characters already introduced.
But if Superman bombs ... well then why bother with JLA? I'm glad Nolan wants nothing to do with it, I'm not a fan of his Batman stuff.
DC/WB really should question whether they need to do a JLA movie and if so, whether it actually requires the characters to be set up. Everybody knows Batman. Everybody knows Superman. Heck, everybody would know Wonder Woman. There's your Trinity that can draw people in.
The problem with that is that while Arrow could easily (And awesomely!) cross over with Nolanverse Batman, or something similar to Nolanverse Batman, neither of them could do the same with Superman since both Arrow and Dark Knight are in strict no-Superpowers universes.
