It's more than his looks but his personality. In Masterforce, Giga was Overlord, Overlord was Giga (until the last or so episode when Devil Z granted Overlord his own life, but he's less regarded than Giga's Overlord). The guy practically lived and breathed the Bushido lifestyle. He held a deep respect for Ginrai as both a true warrior and an honorable adversary. He held a devout loyalty to Devil Z even if his master's actions defied Giga's own code of ethics. He didn't need to look like a stereotype to fit the role. Giga-sama was definitely a samurai through and through.
Now, I will admit that Universe Silverbolt would have probably been the better choice at capturing the character's physical appearance, but the ROTF Bludgeon mold fits in a different way: It capture's character's essential persona and realizes it into a physical form.
OH, SNAP! I JUST THOUGHT OF SOMETHING!
New idea: What if they are doing, as many postulate, this mold to represent just the Gigatank half, and then doing Universe Silverbolt to represent the Megajet half as Classics Slipstream? I mean, think about it. Slipstream's color scheme was based off of Overlord anyway, and I don't see where it states that she would HAVE to be another use of the Seeker mold. So, what if, for this story, they are trying to pass off the two vehicles as separate characters (Gigatron and Slipsteam) instead of as one being known as Overlord? That would explain why they aren't calling this toy "Overlord" to begin with, and gives an in-universe reason for it too.
Though, I'm NOT saying that I definitely think that this is what they're doing, but it could be a possibility.
