Hasbro shares the blame. Their marketing department failed to convince stores that these were good toys. Then they failed plan 'B' to find a way to incorporate these figures in revised packaging with the RID stuff.

US retailers only took the 1st wave of deluxes (BB, SS, Arcee) These 3 were on HTS.
As for the Voyagers and Cliffjumper, im sure they shipped all out of the US, since retailers in US did not want um, as stuff goes on HTS after they are spotted in-stores.

That can't be true, the FE figures we got flew off the shelves so obviously they were a hot item. Hasbro just didn't bother to release the rest in the US.
