Yellow isn't exactly the color easy to cover on black plastic. You may can start with a layer or two of the base coat at white or light gray and then put yellow on.

If I ever get a Knockout, I just plan to use a gold sharpie to color his rims. Or at least that's what I'll try to do.

You could try a gold basecoat, gold applies real nicely on black. I use tamiya gold leaf. Then apply the yellow over it. It should turn out slightly metalic, giving Knockout more bling.
