Because the classics cyclonus toy can't get a newer 100% head sculpt on it. due to the robot ears connecting around the jet nose in jet mode.
IMHO,If botcon 2011 uses the classics cyclonus mold,it can't have a new head. it'll just be a repaint with no remolded parts.

That custom Metalhawk from Cyclonus that was shown here has a new head that fits around the nosecone slots without difficulty.
