Because the classics cyclonus toy can't get a newer 100% head sculpt on it. due to the robot ears connecting around the jet nose in jet mode.
IMHO,If botcon 2011 uses the classics cyclonus mold,it can't have a new head. it'll just be a repaint with no remolded parts.
They can shape the new head to fit into the nosecone slots or even fit around them. Or they can just remold the nosecone slots themselves to accommodate a new head.
That custom Metalhawk from Cyclonus that was shown here
has a new head that fits around the nosecone slots without difficulty.
