because, the 13 arent the heads of different religious orders.
That's not how I meant it. I mean that they are religious figures and thus the title they each hold bears a sacred connotation. Whereas the non-13 Primes are military officials and so the title that they hold bears a more secular connotation.

I dont see how they can be seen as "religious figures".There are no religions based on any of the 13, as far as I know.
And they may have been spoken of in their "bible", but not every character in the "our" bible qualifies as a religious figure.
