Yep, both forearms are swapped! At least this piece comes mis-assembled with both a left and right forearm, just on the wrong side.

I imagine there being a bunch of poor Metalhawks with 2 left/right forearms already sealed in the boxset.

Then Hasbro goes all like "We said the boxset comes with 6 figures, we never said the figures would come with a left and right forearm. Furthermore, this does not harm the toy." :roll:
