Nope. Wrong show, but I believe Silver Shell is based on the one I'm thinking about.

The Elbow thing remeinds me a bit of Android 16.
But the Story doesn't even come close.
There are a few that come to mind, The Iron Giant, but he's a full on robot! Megaman? no. Astroboy? Nope. What tv station did the show air on? If even a station at all. If it's some obscure anime, I'll be lost in like 2 seconds...
