Definitely, case assortment at least is one part of what could have happened. When Hasbro pushed, and still pushes for their "kid friendly" characters like Bumblebee, we see many variations in redecos, retools, new molds. We then get over saturation of particular toys on the shelves and pegs.
Even if the majority of kids who are Transformers fans bought a movie Bumblebee, I'm sure the pegs would have been still overpopulated by the character's toys.
When the retailers see toys like that just collecting dust, perhaps they become more conservative when dealing with Hasbro during the inventory ordering process. I wouldn't blame them for that.
