No, never. But somehow, last year, SDCC Blaster made it to Winners discount store in Canada. I think that's a once in a lifetime occurance though.
I just got confused at some of the hints going around that they do.
There hasn't been a TRU in my area since circa 2006.

SDCC exclusives have been known to pop up in Toyworld Australia stores. I got burned on Nemesis Prime, paid out the wahzoo for a SDCC "exclusive" only to find him released nationally a few months later, much cheaper than what I paid.

In Asia they do. We have gotten Nemessis, Soundwave and Blaster in the past few years.

Haven't the Transformers SDCC exclusives been offered after the show on HasbroToyShop.com consistently for the past several years? Why is everyone on pins and needles about these exclusives? If you really want them, you WILL get a fair shot at regular manufacturer's pricing. Just keep your ear to the ground. Heck, you can still order the SDCC First Edition Deluxe Optimus Prime in the special Matrix of Leadership packaging AND the NYCC Prime Bumblebee Taxi and G1 colors Arcee set.

I wouldn't compare a screen-accurate, Scramble City, 5-bot combiner to non-screen-accurate Bumblebee and Arcee and a not-in-good-scale-with-anything Optimus Prime.

Generations are all FOC related. Masterpiece Optimus seems to utilize the last Generations series packaging. Perhaps as a way to tie him to Grimlock and Rodimus.

Unfortunately, no. I don't think they plan on updating G1 Soundwave. I think the closest you'll get is the old SDCC set from a few years back. =\
