What exactly is the problem? Is it how the figures were packaged or something?

Yup. Which is funny because I know whole cases can be and have been shipped with no damage at all. I think it's more the carrier's fault than HTS. Especially UPS is notorious with breakables.

I thought they gave u a second hotshot instead of a vehicon. I ordered from HTS once and got the wrong fig. They fixed it asap tho without me sending the wrong figure first.

(ordered classics cyclonus but got an animated ratchet =P)

Honestly though, HTS could have easily turned that Knock Out around, and filled the box with packing peanuts.

I'd file a complaint with Hasbro and the carrier.

The outer box wasn't damaged, neither was the Voyager Starscream inside. The wave 3 case was crushed though, so I'm inclined to say it was not the carrier's fault.
I could donate them to some less fortunate kids…sounds like a plan
