Probably because Hasbro lost the trademark of "Blast Master", and, uninterested in the marketability of the aforementioned name, just slapped "Payload" on him, since that name appears more frequently and generally sounds cooler than Blast Master.Also how is he related to Cosmos? Both spaceships?

I think he missed the joke of "Pay Loads" to get him. Japanese has no distinction between "l" and "r" sounds, it falls somewhere inbetween. For simplicity's sake the "r" is used for transliteration, except for loanwords.
