If it accounts for anything, here's the list of combiners whose components were all sold in the same price point upon first release:

As for the BW ones, Tripredacus was sold as 2 Basics and a Deluxe, and Magnaboss as 2 Deluxes and a Basic (with more liberal pricing in mind).

While he's not the first to have all members be the same size, FoC Bruticus shares a distinction with G1 Predaking in having 5 members, and as such the torso suffers in overall proportion.

For the rest of the world, yes. Japan had their versions (Magnaboss and Tripledacus) both together and individually.
