Yes to the former, not so much to the latter. - They shared the same mold
- They're already doing several Beast Wars and Beast Machines figures/characters in the Generations line, so no way they'll throw away such an obvious chance to make both an easy/obvious repaint and homage a line/series that they're already throwing tons of love at right now.
As for third parties doing it, they may and they may not. You can never tell with them, they do some pretty odd/obscure stuff sometimes and these guys in particular appear to have like 7 or 8 different repaints of this mold alone planned if you look at the image they provided, and we've only seen 3 so far, so the chances of Cybershark being one of the many are actually pretty damn good at this point.
