Minicons in ROTF?

I recently was watching an episode of Armada, and I stumbled across something a bit odd.

I found a video wich streamlines the scene a bit, so go to 4:47 and watch from there. You think this was the direction the movies were headed? Minicons, spawned for some awesome plot that never came to be?

Are you relating the Mini-Cons to the hatchlings? Because I'm pretty sure those were just baby TFs..
