I'm doing guesswork here, but if it's in the G.I. Joe series, then it's either Herb Trimpe (Generation 1) or Chris Batista (Generation 2).

Waiting for a more knowledgeable board member!

Let me do some searching with this clue: the image is tagged "Marvel 140"

And found it! US Issue #140 is part of the G.I. Joe crossover series in Generation 2, this particular one is penciled by Chris Batista, inked by Chip Wallace, and colored by Bob Sharen.
Top 5 Priorities:

1) BW Neo X-7 Elphaorpha
2) BW II VS-18 Powerhug vs. Autocrusher
3) Universe 2003 Night Slash Cheetor
4) RiD Landfill (regular, not the yellow)
5) BW Convobat (red) & Megalligator (purple)

Also looking for Arms Microns, especially Shadow (Gora & R.A.), Hellflame and Shining (O.P. and R.A.).

Preparing to move to the US!

do you mean GIJoe #140???

Because the US Transformers marvel comic books never made it to 100 much less 140

not to mention that when you said "US Issue #140" it implied a Transformers book because back then the tital GIJoe was on ly used on the US releases of the book.

In the UK and other nations names like "ACTION FORCE" were usede.

We will be reaching #100 of Transformers soon though!
