And found it! US Issue #140 is part of the G.I. Joe crossover series in Generation 2, this particular one is penciled by Chris Batista, inked by Chip Wallace, and colored by Bob Sharen.

not to mention that when you said "US Issue #140" it implied a Transformers book because back then the tital GIJoe was on ly used on the US releases of the book.
In the UK and other nations names like "ACTION FORCE" were usede.We will be reaching #100 of Transformers soon though!
