Luke did, though, several times. Obi-Wan did several times as well, and Obi-Wan was the best Jedi ever. And there are a ton of non-Star Wars examples.

The problem with Vader showing emotion is that his face doesn't move, so you have to pick it out of his voice. Fortunately, his voice is often dripping with emotion. Watch the opening, on the Tantive IV, and pay attention to Vader's voice. He is very clearly angry during much of that scene.

Okay, now do me a favor and actually watch Episode III. He doesn't cry. He flies into a rage, crushes everything in the room aside from himself and Palpatine, then screams out "NO!"
