Prowl is stronger, faster and more intelligent. Bludgeon has more firepower and skill. Bludgeon is a pretender so, when his shell is damaged, he can bring out his inner robot to continue the fight further. Also, he can generate a thick smokescreen.
To win, Prowl should attack from a distance with missiles and then snipe at Bludgeon with acid pellets to degrade his armour. Prowl needs to stay on the move, driving fast and using cover.
Conversely, Bludgeon would be best advised to shoot accurately and try to damage Prowl before he can strike too often. I imagine that most of Bludgeon's shots would be on target or at least close. He could even try other tricks like hitting Prowl with a big thrown object or collapsing a cliff on him.
I'm not sure of the outcome here. I fear that Prowl has insufficient firepower to beat Bludgeon, though the acid pellets could do a lot of damage if they weren't removed promptly. My bet is that Prowl has to withdraw at high speed before Bludgeon sizzles his circuits.
