So I'm not surprised that the maintenance of anything related to the HMW code (financials, forum acccess, etc.) in the slightest fashion is delegated to him only. Without some serious process and version control it's very difficult to have multiple hands in a single code cookie jar. The delegation you mentioned does make a lot of sense - but even that takes (significant) preparatory work so that an average (or below, like Psych ) moderator can make significant changes to the game.
User titles in specific though - that does seem more board related BUT it sounds like it would require some level of site code modifications. Frankly though, I'm just glad I'm no longer a "Mini-Con"... it was embarrassing how long I had that title.

To recap;
A thread will be started in GD advertising the 'licences' for bounty hunters, awarded to applicants once they have scalped an existing hunters complete team.
Clients fill in the form on the first page and either:
1) Post it in GD. The hunters then 'declare' they are going for it publicly and race for the scalp, there is nothing to stop non-hunters joining in. First person to post the last kill wins.
2) Submit it privately to any hunters they choose and resove the bounty via PM's. This is an option for licenced hunters only.
Completed bounties are sent to me for payment by the winning hunter until a better system is devised.
Have I missed anything?
