No, they can't. Bandai's got more than enough clout (at least thanks to the Asian market, not so omnipresent in the US) to jump down Hasbro's throat if something that idiotic was attempted.
The molds, the figure designs, all belong to Bandai, and that's not going to change any more than you'll see a reissue Jetfire.
