Pretty much this. I suspect it's half-truthes and minced words on Bay's part to keep controversy low until release day. I fully expect them to be in the film.

I think the wreckers are like mudflap and skids replacements, only they're supposed to be rednecks

to be fair, they could have done voice acting and then cut out towards the end.
Ah screw it... I'll just wait till the 29TH. Thats the only way we'll know for sure.

Nope, they said, and I quote
"Without fail, they take us out of the action on the drop of a dime, they aren't funny, and we don't need comic relief like this anyway when we've got street-smart little robots to entertain us. Yes, they're back too, but let's just say they're toned down. [Hey, everyone. Just to be 100 percent clear, I'm not referring about the "The Twins" here; they are most definitely not in this film. I'm talking about Wheelie (Tom Kenny, who also voiced Skids in REVENGE OF THE FALLEN) and other similar smaller robots, who act like streetwise teenagers.]"
It can be found here, at the 11th paragraph towards the end (you'll see something about Wheelie)

I believe that quote was edited after it was originally posted. The "Hey everyone" part was added after the review was posted.

Yes, the point is still driven that they aren't in the movie, according to this guy.

So is Bay and Paramount.
My point is that when this review came out this guy stated the Twins were in the film. Skids and Mudflap are the ONLY twins. He is full of BS when he says he was talking about Wheelie and Brains or who-ever. The author of the review edited his posted when The Bay/Nelson crew came crashing down on him.

Where is he talking about "Twins" besides in the disclaimer? He says "Street-Smart Little Robots," which could be an anonymous amount.
