Uh... Your numbers are wrong. While you might play during the time of day that the cons out number the bots, which is unlikely because I play during that time and don't seem to notice you in those missions, there is also the flip side of that time, when there's almost no cons on and the bots out number the cons 3 to 1 at least. And according to the total number of players, the autobots outnumber the cons by over 700... and there are three maximals.
