I don't 100% understand the offer. Anyone know if I can ship $200 worth of in-stock stuff from my stack and get the free figure?

Only peripherally related, why do place like this and BBTS keep the out-of-stock stuff on their sites for YEARS after they're out of stock? Is it just an oversight or bad site management, or is there an actual reason for making people think they have stuff in stock that they don't?
