No they can't. If he's the personification of Rage and chaos that implies there's no control, he's chaos. Once he's in control he's no longer rage and chaos he's channeled.
Having it both ways is just a plot convenience. We write him one way now, and 30 minutes later we write him a different way so he fits in with the story we need to tell with absolutely no explanation for it. 5 or 10 more minutes of exposition could have solved this even if you still wanted to include the rampaging Hulk for a brief moment.
Its the fact they just went form rampaging brute to cooperative strong guy in a mere scene change.
If you wanted to take the fact that he's in control now and can be channeled then that's fine, but then he's no longer a threat as they portrayed. Yes I'm sure Banner can still loose control eventually, but we saw no reason for this at all.
Now this is my opinion of it, I didn't like it.
