One does not simply off someone and call it an assassination. It takes many weeks of careful planning and precise calculation to create the perfect kill. Sly needed to spend his time worrying about government conspiracy instead of the moderator sitting next to him.

Address, Sniper Rifle, Patience. That's all you really need. You can have a few other tools (Piano wire, syringe full of something or other) but you're making it out to be way harder than it is.
