But its a much smaller one, its just a bit bigger than CW Optimus.

The arms appear to from some version of the Gundam Deathscythe Hell Custom. If they're rubber, then they're from one of Bandai's action figure versions. Note that "Custom" is part of the Gundam's name, referring to a specific design that was used in a movie, rather than referring to a fanmade customized version.
No clue on the flames, though. But I have seen such flame accessories in various persons' toy pics online.
