The problem lies in the fact these are Transformers characters a big chunk of fans either don't love enough or don't know exist. Just think if a fan is willing to spend these 3rd party TF toy prices. It will be a TF character toy he really likes and is on his top 20 update TF toys wish list.
Lets not forget the Throttlebots were not core staring characters in any of the G1 USA or Japanese TF cartoons. The Throttlebots were also portrayed tiny, rather weak, low command ranking and got beat up in every 1980's G1 fiction that they were in. Think these are turn off when deciding to buy exspensive 3rd party update toy versions of a original character.
With all that said above. No, I won't be spending around $400 to $600 to get this Throttle bots combiner. Rather buy a few 3rd party combiner updates toys that were not as obsecure. Characters that were portrayed strong, high command ranking, Core starring characters.
If Hasbro released these exact same TW Throttlebots toys that formed a combiner, was part of Alternators or CHUG. Sold them for $15 to $25 each, Then I'd buy them all. The limit of my love for these characters toys toy get all Six in brand new update toy form is around $75 to $100, not around $400 to $600.

One of the coolest things about classics themed 3rd party figures is getting these obscure characters that will NEVER see a Hasbro release. Most the strong, important characters in the G1 cartoon already have classics representation in some form. So getting the grunts to stand behind their leaders and commanders really helps round out the cast.
Also keep in mind that the Throttlebots were only featured in “The Rebirth” which was only 20 minute episodes that introduced dozens of new characters including Headmasters, Targetmasters, Nebulans, New city bots, good and evil Clones, Sixshot, Punch/Counterpunch, and of course the Throttlebots. How important can you really make any of these guys in only 60 min of airtime ? I’m sure if the American G1 animated cartoon continued longer, we would have gotten to see these characters as individuals and learn their strengths, weaknesses, and back stories. Unfortunately after 1987, Transformers had pretty much ended its mainstream run and necessity for a cartoon series. But we shouldn’t hate them just for being obscure. If all obscure characters get no love, then Overlord will never get a figure. Going by that logic, You might as well refer to Godzilla as a Obsecure character.
Most veteran Transformers fans in their 30's and 40's know who Overlord is. Thanks to all those sites that host free episodes of Headmasters, Masterforce, Victory and Zone. There were even those Complete DVD's series. then their is Wiki.
Fun Pub and IDW gave Overlord staring comics roles and botcon gave him a toy in 2012. So he is not obsecure to Americans fans like you assume.
Overlord was the star bad guy leader in the Masterforce cartoon series. Until Black Zarak arrived and took over.
