Yes, you can download things on the DS...just not this advanced. The code for the DLC is WAAAY more advanced than the sprite & move set for Celebi.
As seen below, I believe the coding is already in other games as well.

Also, you never actually download any of the event items in Pokemon. The data is already there, even the code to unlock it isn't downloaded.
Isn't that the same way with DLC? I heard someone looked in the Base Code of ROTF and found files for the DLC Characters.
