well you said it pretty much how i was figuring and I dont have the Brawl toy so I never really got to look but heres a link

the pics might be a little blurry but the idea is that either the arms fold together into a turret on a pivot, or the waist of the robot itself is also the turret joint. on a pivot but attached so the pelvic area has a hing on the back to fold. In which case the arms would cover the chest/torso and turn at the waist on a pivot and in jet mode you would put the arms straight outwards(T shape) and rotate it so one arm was pointing towards the front of the plane and the other arm would be pointing back and they would be parallel with the tank treads(legs) would fold similar to animated Blitzwing (but not as obvious)
