You might be right. What we need is a thorough investigation into their depiction over the years. Which I don’t have the ability to do right now.
I will make my case, which might be wrong. But this is what I was seeing and thinking:
Jazz Spotlight. – Jazz fights with the Predacons, I thought Jazz was the same size as all of them in that comic. Jazz was a deluxe toy in the Generations line (technically RTS, but it is Gen to me), thus the Predacons are also deluxe size. On the cover Razor Claw is a little taller, but I interpreted that as being closer to the viewer. Also, Razor Claw’s leg is huge because it is closer. Thus he is deluxe size. If anything, Razor Claw is voyager and the rest of the team is still deluxe.
In the Megatron comic when he is a Stealth Bomber, Razor Claw is about the same size as the other Decepticons. He is the same size as Skywarp, maybe a little taller but not really a class size bigger. Definitely taller than Shrapnel, insecticons could be scout/basic. He could be a little taller, like the Cyclonus deluxe toy was tall, so easily a deluxe could, just as easily be a voyager.
In on-going #13 he is the same size as Rodimus and Starscream, both had deluxe Generations toys, Starscream three in fact: Classics, FOC, and Armada.
In all of RID Starscream is the same size as Wheeljack, Prowl, Ironhide, etc. thus making the case that he is deluxe toy size. I have never seen them tower over the others like the Constructicons do in RID.
To Val’s point – Rampage fights Optimus on the cover of on-going #11, rampage is the same size as Optimus, which would imply that they are both voyagers. But sometimes Op is a deluxe.
I own a poster with Predaking substantially larger than the Scramble City combiners.
I guess it depends on if you believe/expect Rodimus, and the Seekers to be deluxe size or voyager size toys. I have seen a lot of fans calling for Rodimus and the Seekers to be voyager size. I totally accept and respect people wanting them to be voyagers.
I’m not trying to argue against anyone, I am just supporting why I can see them as 4 deluxes and 1 voyager. I am not opposed to them being 4 voyagers and 1 leader.

Mass shifting explains a lot of it. Also the writers are focused on story telling and not accuracy. They have been better about mass shifting, but nice answer.

We all know that Skyfire is bigger than Megs and Prime. Those two leaders are already big in their scale. The Seekers too, more or less the shock/storm troopers of the 'cons are a bit as tall as Megs.
I always wondered why Dev is just about a certain size when construction vehicles are fairly larger that regular vehicles. Same with Predaking. Mind you, I am not against the view you are making. Iirc, it was DW who created that awesome poster of him whooping Defensor and Superion's butt.
So, depending on how the writers framed in, the Predacons in their beast modes are supposed to be gigantic analogs of the wild creatures on Earth, so, guessing to be the size of a standard cybertronian (the Seeker type maybe?) then yes, this guy will indeed be a behemoth if they, Hasbro go the CW Devs route in making a modern Predaking update which I also look forward to.
