ROTF as a satellite seeing all and hearing all seemed more of a nod to his G1 self as the eyes and ears of the Decepticons, gets my vote.
The low-laying role as the car is a cool concept for a spy, but it didn't get played on really.

I agree with this, but I preferred the ROTF version. The DOTM version was a spy, yes, but not the kind of spy Soundwave is being utilized. To me he's a spy through the use of communications. I think they should've kept him the same in TF3, and use another Con as Carly's car.

Dotm soundwave with out a doubt. He had more screen time in the film than rotf soundwave. And he killed a bot, and he has a better vehicle mode.

Death to all autobots!

The voice is distorted and staticky enough that I suppose it COULD even be Soundwave himself talking, but the tone of it sure sounds like a pissed-off Megatron to me! ("Yeeessss..."

)
By the way, there's another reason to like ROTF Soundwave. If it weren't for Soundwave's clever eavesdropping, Megatron would never have been revived at all.
...It's not that hard to know who was on the phone:
That was
Soundwave asking Judy "Where-ere-is...Where is the-the boy.." -.-

There was a debate whether the Dcepticon-allied Superfund was Soundwave or not, where I made a statement that it wouldn't be him because neither him nor Megatron are the type to take Earthly disguises. Not only was I wrong, but I admit that Soundwave actually looked good in DOTM.
So basically my answer is: DOTM! I liked the ROTF toy design more than DOTM's looks, but he spoke more, did more and he interacted with Laserbeak!

I can't really decide, but I'm leaning towards DOTM. At first I thought I'd hate it, but he looks really sleek and those glowy....things on his arms are cool too.
Can't wait to pick up the toy...

If I had to pick on it would be ROTF to bad that didn't have rumble,lazerbeak in that he could shoot em down from sapce or something like ravage.
