I guess it depends what is meant by 'Worst', because Carnivac or Thundercracker would both probably broker peace with the Autobots, thus ending all hostilities. You could consider that 'best' leader choice as well, but future cartoons and comics would be pretty dull. I guess they could all go out and get wasted like in Jersey Shore to pass the time.
In terms of a hapless and/or innefectual leader, probably one of those lame micromasters who had trouble wrestling against humans. So lame that they didn't even get individual tech spec bios.
