This thing may be a future Lucky Draw piece, however, the figure on Ebay most definately is NOT. The Ebay product is (most likely) a prototype or test-shot for the upcoming Lucky Draw figure.
As for the short stacks, it´s something different for the japanese fans.

The e-Hobby exclusive Cross Cut and Road Rage has been released in Japan, Hong Kong and Singapore. Expect to see them in the US in the very near future.

HERE. From what I can gather, the collected volume will be released on October 18th, 2002, in Japan for 2800 Yen and will have over 640 pages! This "treasured edition thoroughly contains all work" below:

The best episode of the
Transformers: Armada series, titled "Jungle", gets the
screen capture treatment later tonight. While there were a few corny elements and Sparkplug was called Leader-1 again (twice actually), it was most likely the best episode of the 6 shown to date. Starscream showed his true colors and even had a chance to pull out the ol´ Null Ray Cannons! Nice reference! Check back later this evening for
screen captures of the latest episode of

The following is a RUMOR!
As you´ve probably noticed by the stacks of Armada toys piling up in local stores the line isn´t selling as well as planned. You´ve probably also noticed that the Toys R Us exclusive reissues have been flying off the shelves (except for Ultra Magnus, but that´s another story) along with the HOC PVC figures. You´re not the only one to notice this. Hasbro has been aware. It´s entirely possible that Armada may be brought to a screaching halt sooner than later. There is an upside to this though. This is NOT the death of Transformers. A new G1-esque line is being considered for its replacement.
How long does Armada have? Well folks, I wouldn´t pre-order Galvatron or Thundercracker if I were you...
