For Tankmaster, he's said to be a really obscure character, who is an assassin from Darkmount and an associate of Straxus. And, the fact both his and Marinemaster's Targetmaster partners are named after two Marvel G1 Empties, Wheezel and Rotorbolt, combined with this points to him being another Marvel G1 Decepticon.
For Marinemaster, it would have to be not Seawatch but his kiddie Japanese counterpart Boater.
Though, Boater already got some decent screen time in the Victory cartoon, but then we got Grimmaster as Kakuryu, so I guess that makes Boater an option.
But, considering that Marinemater's Targetmaster is named "Rotorbolt" and that his function is "Ocean Defense", he could also be the G2 Rotor Force member Manta Ray, who was also an Ocean Defense Specialist. Not to mention that Racemaster is G2 Rapido [spoiler]and dozermastrer is G2 Roadblock[/spoiler], that makes an open door for more G2 characters to be in this.
