Otherwise there wouldn't be an even 4 in the set. Whatever you'd suggest (the combining cassettes aside) it's all covered by the previous 2 sets. Buzzsaw was in Set 2 by the way.

And it is, it is included in Encore 15, so that one wouldn't make sense too to be included on encore 19.

There are other cassettes, some exclusive to the Japanese market. They could have included one of those instead. They had more options, it could even be a 5 cassette pack with a combiner set included. BTW, I know Buzzsaw was already released as well, in Encore 15, I have them all. That's why it bugs me a Laserbeak on Encore 19, I'm going to have 2 Encore Laserbeaks without having a duplicate Encore release

Actually no. The 4 Dino Cassettes combine too (that's why I said "combining" in my previous post). All 12 original cassettes are covered in the 3 sets:
Set 1: Ravage, Buzzsaw, Eject, Rewind
Set 2: Ratbat, Slugfest, Ramhorn, Steeljaw
Set 3: Overkill, Laserbeak, Rumble, Frenzy
That leaves:
Japan-only Set: Dial, Zaur (Legout), Graphy, Noise (Decibel)
US-only Set: Grand Slam, Raindance (Slamdance), Squawktalk, Beastbox (Squawkbox)
