It was Soundwave himself who combined the two Cassette-mode Decepticons Beastbox and Squarktalk, to produce Squawkbox. With Squawktalk's talant for languages and Beastboxs's perchant for violence, both extract and amass taped confessions. Squawkbox then relays any salient information directly to Soundwave, while also acting as Soundwave's personal enforcer and bodyguard.
