I believe there are two reasons in the development of these Constructbots:
1) Hasbro's pushing for more creativity in their brands. Ken Robinson in one of his "TED Talks" discusses and stresses the importance of creativity in children.
2) Fans have been asking for customizable Transformers for a pretty long while now. I totally support customizable Transformers... but just not with this approach.
I'll partially agree that the DOTM line was unpleasant. Some of the molds were decent or great, but most - in my opinion - just weren't worth $16.

Where's the fun in that?
Seriously though, Construct-Bots is to Bionicle as Kre-O is to Lego. Similar premises, but that's it. While I have to respect Hasbro's guts of such a move, I'd rather wait and see how it all works out.
Kre-O is decent enough, though not enough to knock Lego off the no. 1 spot of the building block market (they're being heavily discounted here, guys!). I'm expecting Construct-Bots to go the same way.

As a long time Bionicle collector, the major and original premise was a gear system where moving a gear moved a character's arm or weapon. If we want to get to get technical, it's not a Bionicle ripoff, seeing as Bionicle never originated with the articulated brick balljointed action figure, that could be tracked to MegaBloks or older Lego series like Knights.
Hasbro is trying to cash in on this craze and I feel like they are about a decade late. The recent Lego DC heroes tried to revive the brick balljointed action figure and they gave fans this;
zzzzzzzzzz
