They really didn't clarify either way, since they didn't want to reveal anything that Hasbro was doing that Hasbro themselves have not revealed.
That said, I think your conclusion is probably on point - but you know what? After seeing what Blurrz did with the Wheeljack mold/Chromedome character, it's really darn close.

At minimum, 20 something more. They said they plan on releasing 30 "special" items, of which we know for sure about 5 (the Platinum series stuff) and the comic-con stuff may count into that too.
