Factually no. A friend of mine told me this after she made one of her numerous returns is that ever since HYDRA joined the crew, this became more of the norm. Specifically, a friend of here said that they were able to import Botcon pieces and other TFCC pieces after he became the international member that e-HOBBY needed. So seeing how that is the case, I am just going on a hunch here and say that they had extra sets made for the Japanese fanbase... And it is not a case of sluggish sales.
