Movie incarnations of the G1 characters just like (nearly) everyone else in the movies. The Bee Movie taking place in the 1980s seems to have given them some strange exclusives ideas, almost as strange as exclusive Beast Wars dinos in Age of Extinction.

So the Target exclusive Frenzy is not meant to go with the Titans Return Rumble?
He's clearly meant to complete what TR started. Define "meant". Canonically, no, they're from two different toy lines for two different and unrelated franchises. But realistically we know why Hasbro made the figure, they could have just as easily made him silver since it's probably supposed to be the same Frenzy from the first movie (and probably why we got Buzzsaw and Howlback instead of Laserbeak and Ravage).

-The BB movie may or may not be connected to the previous films.
-It has no confirmation of SW or Frenzy in it (and if they are, why would they have exclusive figures?)
-Two of the new cassettes are ones we didn't get from TR, one of which was sorely missed.
-And the aesthetic of the TR figures in no way fits with movie designs.
