Saying he's a cop as an argument against him is kinda like saying Kratos is a soldier.
Judges (Dredd's occupation) are cops, juries, executioners, all wrapped into one, on top of that they are also the military in short they are all figures of authority in one package.
And again, Dredd was specifically breed to be the best in his line of work, and trained right from birth (being artificially aged to appear aged 5). He has had over 50 years of active on the field duty experience in which he's clashed with a multitude of powerful threats, and yes alien ones are also among these as are daemons.
