There are loopholes to get around having no more regenerations. And I don't mean getting a new set. You can survive in the same body if you do it right. Just read 'Shada'. Time Lord High Council might get after you though.

Can't be rainmaker since they were exiled and not killed, so Pryme is the only other logical option I can think of

wasn't rainmaker attacked by madeus real life friend, if so then there a possibilty he died or seem like he was dead, as well if he was exiled,well, you heard bay 1.0 , the barrier weaking so rainmaker can still be there even if his not the voice.
