I do not understand this logic. The Decepticons were vastly outnumbered. They also had precious few unique body types, with more than half the original Decepticon toyline burned through in MP-13, MP-15 and MP-16. Break out the original catalogue's checklist and tick them off. They've even been gifted/bolstered with the addition of MP-09B, MP-10B, MP-13B, MP-23, MP-11S, and Acid Storm. Unless, perhaps you want them to go further and milk the MP-11 mold even further, into more Seekers such as the MTMTE-generics, Hotlink, Bitstream, etc.
In terms of percentage of their roster completed, the Decepticons are far and away ahead of the Autobots.

They could, and call me crazy here, step outside of the 1984-1986 comfort zone that every TF toyline seems to get stuck in.
Besides, they could also do Galvatron, Scourge and Cyclonus (so fans can re-enact the Target:2006 fun), Shockwave, the Triple Changers, the Insecticons, and yes, the Coneheads and Reflector, just from 1985-1986 alone; not to mention the Constructicons, Stunticons and Combaticons. Hell, if you add 1986 then besides the movie trio there are the Battlechargers, the Predacons, and Gnaw.
