I see it too, but Browning has more of a rumble/frenzy type head, where the silhouette here has the unmistakable bucket head.
It also has an incredibly thin waist and legs...

Maybe the figures are commemorating the history of Microman for its Fabulous 40th anniversary, and the one on the right is a generic amalgam of all the Gun-Robos, with elements of Magnum Robo as well? Or with swappable parts to create any Gun-Robo?
