People loved BW because it actually had good stories. Bayformers didn't.

He needs some sort of constraining influence; a co-director, perhaps? Someone that can prune potential narrative issues before they bloom, and slow down Bay's manic shooting / editing style.

Any movie period that I've ever enjoyed seemed to be due to the size of the explosions, not the actors or script.

There have been a lot of films that sport great stories with great performances with no explosions at all that are just fantastic.
