Yet, the very first portrayal of all of Soundwave's animal minions had them speaking before they even first appeared in the cartoon.
Not to mention that the cartoon had other animal characters who spoke (Dinobots, Insecticons, Predacons, Terrorcons, Horrorcons, Decepticon Headmasters, Trypticon, Sky-Lynx, Ramhorn, etc). Ravage himself even spoke in the third G1 episode.

I guess it would make more sense to Hasbro/Takara to change those old animal Transformers into humanoid/vehicle bots to give them more of a selling chance and leave the animal bots to 3rd Partys to play with for a while?
A Transformer will sell more using the traditional aesthetic than an animal orientation.
Though, in Alternators Battle Ravage's case, he was Beast Wars Ravage, so it made sense for him to be two-legged.
The later Alternators "Decepticon Ravage" that turned into a Jaguar car, however, was four-legged and represented G1 Ravage.
