Story Description: With Decepticon forces suffering their most inglorious defeat in recent memory at the Siege of Polyhex, the High Command is eager to find a means both of punishing the Autobot attackers and securing the fractured borders of their Empire against further incursion. To this end, the Decepticons have developed a very special fuel additive: self-replicating nano-machines (Nanocons, if you will) that migrate to a mechanoid's cerebral circuitry via the energon distribution system, where they proceed about their diabolical function. That function being the complete rewiring of the infected robot, eliminating all but the most basic cognitive processes.
The resultant creature possesses only the most rudimentary intelligence, it's whole being dominated by the primal need of all Cybertronians for energon. With little individuality and no sense of self-preservation whatsoever, the infected savagely tear apart any source of energy they can find, from power generators to other mechs, with improvised weapons or bare hands. And they are capable of passing the nano-machines infesting their systems on to others.
Due to the structural similarities between Autobot and Decepticon cerebro-circuitry, it was impossible to program the nano-machines to distinguish between the two with an acceptable level of accuracy. The Empties, however--the scavengers, neutrals, and other Cybertronians who have spent most of the war keeping their cranial units down without offering allegiance to either faction--are somewhat more primitive in design. Once the infection was introduced to the population of Empties eking out a living on the fringes of Nova Cronum, it was thought only a matter of time before the ravenous, ready-made army descended upon the high-powered weapons systems of the Maximus Line.
But the infection spread with far greater speed than the Decepticons ever intended. When the nano-machines were brought online, maddened Empties appeared not only in Nova Cronum, but on the borders of Polyhex, Iacon, and even Kaon itself. And rather than concentrating on the Autobot defenses, the ragged horde began rampaging with singleminded fury toward the contested territory of the Tagan Heights. If the energy-rich city-state were to be overrun by the Empties, it would be a terrible blow to both sides in the ongoing war.
Alternatively:
The nano-machines could as easily have been developed by Autobot scientists attempting to find a means of alleviating the impact of the planetwide energy shortage on noncombatants. In this scenario, the additive's original purpose was to make such mechanoids more energy efficient, and would seem to work at first, until the buildup of nano-machines in critical systems leads to a similar state as the deliberate Decepticon infection, with identical consequences for the population of Empties. This is more of good intentions gone horribly wrong sort of angle.
