I have this theory. Hasbro has lost copyright to the Scavenger name, so they call the constructicons leader Demolishor now. And they printed SCVNGR sign to the non-transforming version, which is perfectly legal.
The same happened to Alternators Shockblast. The toy is called Shockblast, but it has SHKWAV on the licence plate:

2. It's not likely that Hasbro has lost the rights to the name "Scavenger". It's one of those names that's well known enough to not lose so easily. It's like the names "Prowl" or "Ironhide". Hasbro won't lose those names so easily either.

Looking back at the picture the 2nd shovel in the photo is the right arm.
This guy does not combine to form Devastator.
