Nope, he gets shot in the face without warning and melts into slag.
The best way to establish a villian as a threat is to do something utterly brutal without a second thought. Darth Vader choked a guy with one hand while holding him two feet off the ground then broke his neck and tossed the corpse aside, but the Emperor caused some pretty fireworks then was tossed off the edge of a railing like a punk after doing all of nothing the whole movie.
Contrast Megatron and The Fallen. Megatron killed Jazz without breaking a sweat in one film, then Optimus Prime in another after a knock down drag out fight. The Fallen meanwhile plotted some, pulled some telekinetic mojo then got his spark torn out by Optimus.
What I'm saying is Darth Vader and Megatron showed themselves as imposing, tough, and downright evil. The Fallen and The Emperor meanwhile came off as unimpressive and weak despite their position as the main villians. Sentinel blasting Ironhide without a second thought establishes that as a villian he doesn't mess around and is also very powerful (Ironhide is one of the strongest Autobots after all).
