Hasbro was looking at the particular era of toys he came out in and he is fondly remembered as a toy by fans. If Hasbro released things based on significant screen time in the G1 show, we wouldnt have a giant Fort Max.

Well, screen time does not necessarily translate to importance. Optimus is in the G1 movie a lot more than Blurr, but his death is the entire catalyst around which Hot Rod's character pathos is formed while Blurr... uh... has the significant contribution of existing.
I didn't notice until Thew brought it up but Blurr does nothing in the movie. It's weird.
Anyway, the point he's trying to make is that Doublecross was never a significant character in anything, so it's weird he's getting a toy. The Headmasters at least featured heavily in all three series (Rebirth, Headmasters, Marvel) that had them and a handful of them continue to be big players in IDW. Doublecross... does not have that.

With this post, I must bring up a ScottyP theory (which I find quite plausible, Mr. Savage)
The way this Headmaster thing works, the space left over for the pilot in both Weirdwolf and Twinferno is about the size of a combiner joint thingy. And Weirdwolf and Twinferno have no re-uses yet. So the ScottyP theory states that they are "pre-tools" for Power of the Primes, where both will have the headmaster hole replaced with a combiner joint, and can be used to make Terrorcons or Predacons or even Seacons (I think he only summized Terrorcons though). So much like how Dead End had his midsection combiner port ripped out and replaced with a cockpit, the reverse may happen with these guys, making a Rippersnapper or that 2-headed 4-legged dragon guy.
so, there may be real reason. And monsterbots are awesome (now where is my frikkin' Grotusque???)

Master and Zebres are mentioned as being with the original Brave Maximus back on Earth, with Solitarium powering that one.
